"Selected the recovery option which backs up the files" just back up your files it does not restore your System!
Can you boot to safemode? -> press the F8 key to enter Advanced Boot Options.
You can try these options: -
1. Using System Restore in Windows
2. Run the SFC /SCANNOW Command
3. System recovery options in Windows 7
Here is the standard Acer Recovery Instructions
1. Power on the machine
2. At the white ACER BIOS screen, hold the "Alt" key and press the "F10" key simultaneously to start Acer eRecovery
3. Once eRecovery has loaded, click "Restore to Factory Default Settings"
4. Click "OK" to continue
5. From here, the eRecovery process will update all the data on the C: drive and restore a fully functional factory image (approximately 10 minutes).
6. Once eRecovery has run, press "OK" to reboot unit
**Note:- All your data will be deleted if you restore to default settings!

I do apologize for the inconvenience you have been facing.The reason why the laptop does not reboot to Windows even after reinstalling Windows is because the issue is with the hard drive not being recognized the reason for which you get a blinking line on the screen after the Acer logo .In this case I would suggest that if the laptop is under warranty please contact the Acer Technical support and have an order placed for repair.
