I don't know if there is a real "best" one, it just a matter of: the more you spend, the longer the power will stay on in the result of a power failure.
That server has 2 power sources, i have a feeling that you could set up the system so that one power is to the UPS to keep the power on, and the second to the mains power. Then with DELL's openmanage monitoring the system you may be able to get a GSM modem hooked up to send you a SMS when the power fails. i know on the front of the 2900 or the 2800 there is a display that flashes when one of the power sources goes down.
If your company is big enough you could get an enormous ups and wire up the whole server room (like at my work). Unfortunately at this time the name alludes me.
