When I turn my HP Compaq d530 Ultra-Slim on, the power light will turn on and stay on, but the busy light will not turn on and the screen remains black. The motherboard light stays on as well. I have a suspicion that the capacitors are swelled, but what else could be the cause? Also, my computer has been turning off randomly, and i suspect over heating, although my fans are working fine.

it sounds like you may have overloaded the PSU, best thing to try would be to take out the dvd burner and and try booting again, if this doesn;t have any affect it may mean you need a new psu (power supply).
I have had this once before, and then it was one of the hard disk cables which was interfering with the fans inside the case. In my PC it was the PSU fan which was being halted. Try moving the cables around inside the case and ensure none of the corners where they are folded are protruding into any of the fans.
