Air conditioner not getting cold

My air conditioner fan continues to kick down a notch then back to normal. And does not seem to be getting cool.

My power went out and after that, my airconditioner kicks low on fan and no cool air, was just purchased last summer..

Wizlow on freon by the time u pay someone to repair it u could buy a new one
