SOURCE: dark discoloration around x2gen monitor
Dark spots indicator that the Liquid crystals are not being dispursed properly when the monitor is powered on! That could be a problem! In additon it depends on how old the monitor is as well or how new because nothing is guaranteed! Monitor is going bad!

this sounds like a transistor issue concerning the ccfl lamps the power transistors are deteriorating and they will eventually go bad you can have them replaced and that should fix the issue. otherwise I would say have the capacitors that feed the ccfl's may be getting old and need replacement as well, its not something the average customer will want to do but if you have a service center that does electronic repair then that would be bst.

It’s very likely your monitor
has failed. Most Dell monitors have a 3 year warranty, so if you got it before
three years, you could get it replaced by calling Dell. If you got the monitor
with the computer, you can check your warranty online from with your computer Service
Tag from http://support.dell.com/support/topics/global.aspx/support/my_systems_info/details?c=us&l=en&s=gen
. If you bought the monitor separately, you would need an Order Number or
Customer Number for the purchase, or you could call Dell support and they could
pull it out with your registered phone number. Dell would also need the serial
number (starting with CN XXX..) from the back of the monitor.

its a bad solder/heat problem with the power board you need to repalce
eaither the board or parts on the board the parts on the board are:
Q743 - FU9024N
Q741 - FU9024N
Q759 - 2SC5707
Q739 - 2SC5707
Q760 - 2SC5707
Q740 - 2SC5707
and part PF751 the black fuse - 3A 125V

You have a classic capacitor problem. If you are ok with soldering you should be able to repair it. You can remove the back cover and look for the bad capacitors, replace any that are raised on top. I can send you pictures of what to look for if you need them.
