Wont turn on. I held the power button for 20 seconds. I removed the battery and plugged it in and held the power button for 20 seconds. I unplugged it and put the battery back in and and held the power button for 20 seconds. it still wouldn't turn on. The computer makes a fast paced, very soft clicking sound like it is running when it is plugged in but nothing is happening. I doesn't make the sound when it is not plugged in.

Whats plugged into laptop ? Try unplugging any USB and any external VGA cables. Try holding down power button for 30 seconds and then try again. Also Try power button being held down for 30 seconds to shut down laptop and then remove power cord and battery and then reinsert them into laptop.
you either have a faulty power supply or faulty main board. Vizio power supplies on the older sets are pretty decent. It's usually the main boards that go. These older main boards tend to be pricey so it may be better to buy a new set.
Try another cord/charger with the EXACT same power specs. If you have a multimeter, verify DC voltage at the AC jack plug. If the AC jack, in the laptop, has been pulled, damaged, it's may have a loose connection. You didn' say if ANY LED's, battery charge, work? If the battery is charged and it doesn't start on battery only, then you have other issues. It may need a ride to a Qualified Computer Tech.
You need to do one more thing in addition to removing the battery. Make the AC Power is unplugged. Next hold down the power button for about 20 seconds. This will make sure that all the power is removed from the system. Doing this should reset the system. Next plug in the AC Power and the notebook should turn on.

Same issue - solved by disconencting everything (main battery, CMOS battery, RAM, hard disk and wireless card). Held in power button for 20 seconds (HP say this removes any electostatic charge on the main board).
Reconnected everything and machine booted to Windows.
Ran HP's onboard diagnostics and everything checked out OK.
try unplugging for the power source for 60 seconds hold in the power for 10 seconds then plug the power cord while you are hold int power button in then release the power button... now try it (turn it on)
