What kind of connection does your keyboard and mouse use? you may want to try a known working keyboard through usb. Then try a usb. Isolate the problem and go from there.
Thank you,

My dell 4700 pc does't let the mouse or keybord

Make sure the connections are OK if they are wired. If they are wireless, you may have to sync them so the device is recognized by the computer. Likewise, make sure the batteries are strong if wireless. If they are after market, you may need to install drivers for them, which should have come with them. And after all of that, right click on MY COMPUTER, go to PROPERTIES, then DEVICE MANAGER, and look for any yellow exclamation points or question marks. If there click on it and look at the properties. The drivers may be corrupt (it happens) or need to be re-installed, rolled back, or updated. If you want you can right click on the yellow marks and uninstall the device. When you re-boot, windows will re-install the device and the driver. Good luck and I hope this helps. Mouse and keyboard do not respond

repeatadly press the delete key on your keyboard when booting up to go into dos. then in dos there will be an option (probably in peripherals) to enable wireless keyboards and mouse. enable it. if you can not get into dos then you will have to use a standard wired keyboard and do it that way. then the wireless keyboard should work.

Power save mode

You have to have a wired mouse mouse to fix it. Purchase a cheap one, or borrow a friends. Reboot the computer and go to the power options to make the changes.

Mouse works, but not keybord. Had to elace batteries on keyboard now it doesn't work..I am using 'On-Sceen Keyoard'.Please help.

Presumably you have a wireless keyboard? I would suggest buying the cheapest USB keyboard for now and then try to get the other keyboard working.
Are batteries OK, any lights from keyboard, is wireless receiver in computer working (presuambly yes if same one as the mouse - if so then suggests the problem is with the keyboard).
Try removing and replacing all batteries - try new batteries.
