Firstly, you have to know that part or even all of your original pictures, music files and all other files may be rewritten by all your re-installed Windows files and gone permanently. So, you should prepare for disappointment.
In fact, after the deleting or initializing process, the deleted data on a computer drive is not actually erased immediately. It is still there and only become invisible and inaccessible. But, it is also so vulnerable that it can be easily overwritten by anything new on this same drive. So, that's why you should prepare for disappointment.
But, you still can try to use a PC data recovery freeware to restore your wanted data as much as possible:

Next time, I hope you can learn a lesson to back up everything important well before you decide to re-install your Windows.

Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
goodluck!

After I was done charging my mp3 I plugged it in the computer to download music and I can't

You should look in your computer's mainfolder for Retrivable Drive. Open it and look for a folder called music you should download your music there. If you can't find the "Retrivable Drive" in your computer, it doesn't recognizes your player, means it is not working. It it is new, should return it where yoou bought, for change

C:\windows\system 32\mshtml.hlp missing.Tells

There is no mshtml.hlp file - http://support.microsoft.com/kb/q190250
Try deleting IE's cache from Tools, Internet Options, click the Delete
Files button under Temporary Internet Files.
Go back to the site where you were saving the 'pics' from and try right
clicking them and choose 'Save Image As'.
