Dirty dishes after wash

We are having dirty dishes...small pieces like sand stuck all over the dishes, especially from the top rack. We have no water left in the bottom after the cycles, and I have cleaned the top spinner. The GE max has turned out to be a GE Minnie. Any suggestions?
