The tensioning device [ spring] is weak or the belt is stretched beyond its usable length. if a new belt has been installed, the tech didn't put the belt on the correct side of the tensioning device. it is possible to install it wrong.

the motor and tensioning device is bolted to the bottom of the cabinet. since you already know how to remove the top, look to the front cabinet panel and see if there are two bolts to remove to release the front panel. once you've done this, then you can see if the belt is getting chewed up by the motor pulley. on a whirlpool there are two bolts that come out and the front panel is lifted off two hooks. mind you there may be wiring associated with the front panel also.

Dryer powers on but drum does not spin and no heat. Drum is free by hand and door switch is functional - light goes on when door opens.

If you can hear the motor running when you turn the dryer on but the drum does not turn, it may be that the belt has broken or the idler has come loose. You don't mention the make and model of dryer but most are driven by a long belt that goes from the motor at the bottom of the dryer over the drum. It is held tight by an idler pulley. Google "drum will not turn" along with your make and model so find out how to gain access to the underside of the dryer to make sure the belt is intact.

Drum will not turn

YOUR BELT ON YOUR DRYER IS BROKEN. THAT IS WHY YOUR DRUM WON'T SPIN. YOU CAN BUY A NEW BELT FOR YOUR DRYER AT ANY PLACE THAT SELLS APPLIANCES.

Dryer drum won't spin/tumble clothes

Chances are it's a broken belt. If you hear the sound of the motor running and your dryer is heating, there's nothing else but the belt.

Changing the belt yourself is pretty easy if you can use a screwdriver and have a little mechanical ability. The new belt is around $20, and you'll save big if you don't call a service person to do it for you. A good site with a step-by-step illustrated procedure for changing the belt is here. They also sell parts, or you can find the belt locally at any appliance parts store.
