Try removing the memories, hard drive, optical drives and power on your computer. if the computer beeps it is an indication that your computer is working and one of the remaining part could be causing the no boot. if after removing all the parts your computer will not beep or the flashing amber light will not change it looks like you will need to replace your motherboard

it could be your ac converter in your laptop.. best bet would be to check the memory, take both the batteries out and try restart it without batteries.. if non of this works i believe it might be your ac con...
Remove the main battery and try again, also! the power adapter charger should be checked for correct voltage, if okay! pull one stick of ram and test, and the second piece not forgetting to put the first one back and power up, if all this fails you will need to get it assessed.
This sounds sucky, but you may have a power-supply issue. Especially if you have had to repeatedly press the power-button. If the laptop is new, call Toshiba and see if it's under warranty. If not, find a local computer tech to test your power-supply. This problem is less common nowadays, but still an issue for some!

When The Light Is Blue You are getting Power To The Unit. Have You Tried removing the battery Leave The Power Cord Pluged Into The Side Of The Unit. Then Try To Power The Unit Up Again. If Nothing Happens. Chck The manual I Think There Is A Reset Button Somewhere On The Machine Most Toshibas Have Them Somewhere. Hope This Works
