will not boot when power button pressed the amber light on the front flashes what I assume to be a code 2 3 2 1

I had done that and the led still flashed the sequence 2flashes 3flashes 2flashes 1 flash repeatedly.
I was hoping this might be a service code indicating which component was at fault.

try removing the memories, hard drive, optical drives and power on your computer. if the computer beeps it is an indication that your computer is working and one of the remaining part could be causing the no boot. if after removing all the parts your computer will not beep or the flashing amber light will not change it looks like you will need to replace your motherboard

it is a diagnostic code that your computer is manifesting but the toshiba techs can only be the one to identify the meaning of that code. but when you removed everything connected to the motherboard like memories, hard drive and optical drive or if you have other card connected to the motherboard remove it and see if there are any changes
