SOURCE: chainsaw hard to pull
check starter pulley .it may be warped and hard to pull under compression .also if chain is very tight it can put pressure on crank and cause hard to pull

Check if the gas tank cap vent is plugged.Check if the flyweel key is sheared(ignition timing point).Check the fuel filter and air filter.

Sounds like th clutch brake is engaged. Try Pushing firmly foward on the hand guard in front of the handle. It should click to release the clutch brake.

Is there bar oil in the tank? Oil pump and/or pickup tube in oil tank are usual suspects.
