Every time I open my lop top it says one thing error f3-f200-0002 and error has occured.please press ok to turn off the computer no matter what I do it always come up to be the same

That's normally a problem when rebuilding the PC from the recovery media, but it could be a drive issue.
Try booting off your OS disc and doing a repair install. You may have to re-install the OS completely.

There are no such thing on any Toshiba laptop - if you have forgot the BIOS password then only the dealer can fix that by loading a new one.

Touch pad not working properly

Plug in a usb mouse and go to control panel>system>hardware>device Manager (if using XP) or control panel>system>device manager (if using vista) and right click on pointing devices, unistall the touch pad and reboot - remove the usb mouse and the touchpad will be installed again as new hardware. I hope this helps
