Question about Boating
If you are trying to shift it while not running the "shift dog" may not be lined up with the gear, turn the prop a little should go in to gear. If the engine is running and will not shift then the idle could be set to high. On the control box there is often a small thumb screw that lifts the idle a little this may have been turned which will lock the **** mechanism for engaging gears, back off the idle screw. If you have replaced the shift or throttle cables these need to be readjusted before proper operation can continue.
