It sounds as if you have a blown capacitor somewhere withing the monitor's power supply. A general electronics repair shop should be able to identify and replace the broken component.
What is wrong with your monitor is that the Horizontal section is going faulty, the lines you are seeing are the Horizontal Retrace lines, usually invisable in a working unit. It is often a faulty capacitor(s) OR a Diode breaking down.. in the area of the Flyback Transformer. Probably time for a new one unless ya can fix it yaself.
Your monitor is missing blue drive. Most likely a component failure on the CRT board. Bad color ICs, bad solder connections or defective capacitors can cause the problem.
