Welcome to fixya!

The timer should be wired like this.

All white wires put together.

The red wire goes to the black wire to the light fixture.

The black wire to the black supply/power to the wall box.

The green wire gets screwed to the box if it is metal.

Or you can look at the picture below.

If you would like the manual please ask and I will supply one to you.

Does timer 15071 automatically adjust for changing daylight length in addition to adjusting for daylight savings time?

GE 15071 sold at Home Depot and on-line has feature that adjusts for daylight savings time.
GE 15086 does not offer automatic adjustment for DST
http://waterheatertimer.org/GE-timers-and-manuals.html#15071

Daylight savings time (DST) is not same as dawn-to-dusk astronomical timer.
GE 15071 and 15086 single-pole timers do not have dawn to dusk astronomical feature.

For single-pole dusk-dawn astronomical with DST, Lowes sells Utilitec-0192773
http://waterheatertimer.org/Program-wire-Utilitec-0192773.html

For 3-way switching, 7-day DST -or- dawn-dusk astronomical:

I get "no0p" and have re-set and reprogrammed.

noOp is fatal failure of timer. According to what others say, battery replacement will not fix problem.
I've read people taking apart timer and adding oil to the gear ?/?, but have not done this myself and cannot say it works for sure.
Intermatic timers come with industry-standard 1 year limited warranty.
Suggest replacing with timer that operates on electric current rather than battery.

Advantage of Intermatic ST01C and EJ500 is 7-day programming -or- astro dawn-dusk function -plus- easy wiring -and- single-pole or 3-way switching. Whereas timers that work on electric current need neutral wire or ground wire to operate timer clock.

For 7-day function only, GE 15071 from Home Depot. Single pole only. Not for 3-way.
http://waterheatertimer.org/GE-timers-and-manuals.html#15071

For 7-day or astro dawn-dusk, Utilitec 0192773 from Lowes. Single pole only. Not for 3-way.
http://waterheatertimer.org/Program-wire-Utilitec-0192773.html

For 7-day-astro-only plus 3-way switching, Aube T1034

I installed a GE 15071 on an outdoor floodlight (180watts). The timer randomly resets and looses all memory. I replaced it with another unit and it does the same thing. It is hooked up correctly.

If more than 1 timer is doing same thing, then suspect could be circuit or interference from Load.
Try timer on different circuit, on different circuit breaker.
Use cheap circuit analyzer from home center to test nearby outlet.

Otherwise, if you are buying timer from Home Depot, then maybe that specific batch of timers is bad.
I have tested 15071, and it is solid 7-day single-pole programmable timer without astro dawn-to-dusk feature.

You can also buy same-feature Utilitec 0141224 7-day Timer at Lowes.

Your timer is bad. It comes with 1 year limited warranty.
Buy one at Home Depot and then return defective one.
Make note of wiring before removing bad timer, so re-wire is easy.

GE 15086 is White 7-day digital, non-astronomic timer made by Tork, and sold on-line and at Home Depot.
On the shelf, 15086 timer looks identical to 15071 >> same package >>> difference is 15071 offers daylight savings time and random option, and costs a bit more.

These in-wall timers usually last a few years, and some can last for several years.
Especially when timer operates from electric circuit and not battery.
15086 operates from electric circuit.

Bought 6 new ST01C timers. New from the box, 5 of them blink that the battery is low, even though the batteries are new. (I checked the batteries). They were installed by a qualified electrican who tell me...

1) 6 of 7 timers bad sounds very unusual: contact Intermatic:
http://www.intermatic.com/customer%20service.aspx

2) Who supplied the timers?
These timers come with limited 1 year warranty.

3) You can wire new timers yourself.
Each one wires the same as electrician installed.
Simply duplicate exactly what the electrician did.
Don't worry, other folks do this themselves every day.
Turn off circuit breaker to each before changing timer.
Take a few minutes and label your breakers while changing timers.

4) ST01C timer is not affected by small ground faults and problems with wiring since it works by battery. So the circuit is not suspect unless Load (light) is located farther than 100' feet from timer, or wiring is underground.
Open following link for ST01C manual, wiring, and step-by-step programming.
http://waterheatertimer.org/ST01C-program.html

5) If ST01C timers are located in cold environment, for example a garage or outbuilding, then batteries will only last 20 days or so. ST01C is an interior timer, not an outdoor timer.
Timers that are made for 3-way switching are indoor timers because of internal or replaceable battery.

6) For cold weather timer that can be used for astronomic dawn-to-dusk -or- 7-day 7-program, you can buy Utilitec 0192773 timer at Lowes.
http://waterheatertimer.org/Program-wire-Utilitec-0192773.html
This timer wires differently than ST01C, but step by step shows on link above.
I think Intermatic makes the Utilitec timer.

7) For cold weather timer that works 7-day 7-programs, buy GE 15071 at Home Depot (does not have dusk-dawn operation)
Wiring and manual show on link below.

15071 GE SMART TIMER BLINKING WHEN TURNED ON

Sounds like you connected white wire incorrectly, or are trying to replace 3-way switch.
GE 15071 and 15086 are for single-pole switch replacement only, and will not work for 3-way.
Open following page for correct wiring of GE in-wall timers, and for list of timers used for 3-way.

I have two wires and a ground on my existing switch. The wall timer has three wires and a ground. how do I wire?

Open following page for correct wiring of GE in-wall timers, and for list of timers used for 3-way.
Same wiring steps are used for almost all in-wall timers <> except those used for 3-way.
