Hi, I am not sure exactly what version two-way radio you actually have, however there are not many, that actually allow full control via the USB port. usually all that one can do, is exactly what you have discovered. Also sometimes you have two USB cables one for "Programming" IE: Altering channel settings etc, and one for Charging and File copying etc only.you will have to find this out too.
Of course as stated this depends on the Radio model ,and software that's being used to control it.
You will have to obtain a user manual for your set, your exact make and model as settings differ among sets, and this is the only place that there is a compilation of data to do with your unit.
For your convenience i have included a link to Motorola support, this is the best place to seek assistance, for your manuals and advice.
If it is capable, of scanning and setting frequencies, then you usually have a Scanning and settings controller program, that allows you to step up and down in specific increments, i must say though, that only pretty sophisticated sets have a feature like this, as with any transceiver, Both, the transmit & receive frequencies must be controlled and somewhat interlocked...
