SOURCE: belts slipping and breaking
If you are putting on the mtd belts and installing them right then you need to check bearings in variable speed pulley Also check idler and that no other pulley has been bent from installation.

There are several things that can cause this problem. I will try to give you some ideas and then we can discuss each of them as you wish.
1. The brake someimes sticks on with this model. On the right hand side of the transmission (As you are standing behind the tractor) there is a small brake lever that is connected to the transmission and has the brake rod going from it to the brake pedal. Take this small lever that is on the transmission and pull it backwards toward you. If it is stuck, then it should release and the tractor should move. Most of the time you will have to spray some WD-40 on the brakes behind this lever and move the lever back and forth many times so it will not stick again. One of the reasons this happens is because the battery is usually located above this break and it corrodes. Another cause is that people tend to either wash the unit with water...which you should NEVER DO..... and it rusts solid and sticks.
2. The drive belt may have broken or has worn too much to operate the transmission. Replace the belt even if it looks fairly good if this is over 3 years old.
3. There is a transmission push/pull valve located in the back of the tractor. This is used so you will be able to push the tractor. If this is still in the PUSH position, then the tractor will not drive. Check this and move the lever back and forth several times to make sure that it is not stuck. Sometimes the lever on the transmission will stick and you will have to reach under the transmission and move the small lever itself to unstick it.
4. there is a keyway that is built into the main DOUBLE SHEEVE PULLEY that is located on the engine crankshaft. Many times the built-in key in this pulley will shear and cause the crankshaft to turn inside the pulley without turning the pulley and thus the transmission does not turn under load. If this is the case, you will have to replace this pulley.
5. If someone has taken off one of the wheels to thave a tire fixed, or fro any other reason, many times the key that holds the wheel to the axle slips out of place and the axle rotates inside the wheel without turning the wheel. this will cause the tractor not to move. Check the keys in both back wheels to make sure that they are in places and not sheared.
6. The transaxle itself may have gone bad and may need to be replaced. If this is the case and you have tried all of the other suggestions, I recommend that you take the entire unit to a GOOD Toro repair dealership and have them check it out. These units are sealed units and are not usually customer serviceable, but the dealer can check to make sure that it is not just low on oil. IF it is, then he can add the proper oil to it and it may work, if not, then the transmission will have to be replaced.

You MUST have the EXACT Model and serial number of the tractor. It is located under the seat of the tractor. If you input these numbers, you should be able to get a service manual for this unit.
