As you mentioned that power light blinks for a half a second and does not come on, confirms that this is an internal hardware failure.However, in most of the cases it is due to a bad IC in the power supply unit.If you have experience in repairing electronics, could read schematics and would be able to keep precautions, you could open up the TV. Locate the power supply board and on that you could see some bulged / fused / swelled / leaked capacitors. De solder them and buy the same value caps from Radioshack or Fry's. Re solder them properly and you could fix the problem.
Other than this, it needs more advance troubleshooting which would need other testing equipments.You could revert once you check the power supply board and we could further continue.

Careful!!! Sounds like a serious electrical problem somewhere. Cable itself is by law bonded to earth ground. Might be the TV but most likely it's your electrical outlet has an open neutral circuit which means the current has no way to return back to the outlet and so it has to find another route. In this case its the cable system. Worst case scenario, its through your body. You probably have a 10 amp or 15 amp circuit breaker and if that is tripping you are getting a serious amount of current flow.Call an electrican or somebody who knows about this. Its a very serious situation which can lead to disaster of the worst kind. Sorry for doom and gloom but it wouldn't be the first time bad things happen for this very reason.

Follow the voltage with a meter into the power supply and out of it--check right at turn on and look for a voltage or voltages that come up and then go down instantly. Primary suspect here is power supply board and that needs to be examined in and out.

most common problems are in power supply or main board, a 26 inch set from a cost point of view just may not be worth fixing............?
