Question about Insignia NS-24 TV TV
It's defective, that's for sure. On the front of the tv there should be a small standby light - that light , when on, even if it's only blinking, signals that the power source of the tv operates at least at a basic level. If it's off completely that means that the power source is dead. Since power sources never die on their own it means that other components inside the tv have been damaged. This is an older tv, with a big tube - the only thing that would cause a complete failure is the high tension module. Fixing it will not be easy and will cost you around $200.
For the same money you can buy a brand new LCD tv of the same size so, even if the tv can be fixed, it's not worth it. The tv is dead, buy a new one.
