Question about Toshiba TW40F80 40" Rear Projection Television
The blinking signals that the power source has been shut down by its own protection system because another component has failed. When this happens it's usually a very big defect, expensive to fix - the blinking is a code, telling you with approximation what part has failed.
Most likely the previous owners have encountered this fault, decided that it's not worth fixing it and kept the tv for parts (even if you will only need the screen and it's worth keeping it). You should do the same.
