Carb is dirty and leaning out so the governor throttles the engine up & down causing a surge. You can try using a good quality fuel injector cleaner product mixed in the gas. That may help but if that doesn't work it will be best to replace the carb. That is an older engine and the carb is not likely fixable. It is a matter of how much money you want to throw at it. Putting a carb kit in it and giving it a through cleaning has no guarantees then you will still need to spend money on a new carb. The carb for that runs about $165. If you replace it yourself I'd recommend taking pictures as you take it apart so you can see where all the linkages go and you will be able to put it back together without problem. Hope this helps. I have the same mower , I put a carb rebuild kit on my carb for about $20.00 bought it at a local hardware store done the work myself it is fairly simple to do only thing to remember is to clean the carb thoroughly cleaning all port holes, on a scale of 1 to10 , 1 being the easiest Iwould rate this job a #3 Iran my mower all season last year with no problems whatsoever!!

Could be a head gasket. I'd recommend a compression test or better yet a leak down test that will show where the leak is. Hope this helps. Please vote yes, thank you

My craftsman 18 HP tractor model 917.274400 will not run

Sounds like something is clogged. It may need a new air filter or the carburetor may need cleaning out. Also I would check your fuel, if it is over 30 days old I would replace it. It may be losing compression and either need a new head gasket or the head bolts tightened when it is hot.
Good day.

Try changing the its oil-seals. The problem lies there. It may be damaged or the oil-seals are now smaller than its is used to and it is because of the heat. The oil-seal are rounded things that are made of rubber.
