WhenI plug this moniter in it says No Sinc. It is pulugged in to my laptop (Vaio VGN-AX570G) as a second moniter. Do I need to download a drver or is there certain steps I need to take to get a picture?

You need to use the Fn key and either F4, F5, F6, or F7 depends on model of the SONY to activate the external monitor to be both, internal only, external only.
Then you will need to use windows display setup for the extened desk top, mirror.

My pc wont turn on. It keep on trying to start up.

Without more clarification it will be hard to narrow in on the actual issue, but you might check the connections to the moniter, the moniter itself and then the video card. Try the simplest and least expensive ways first.

Moniter's menu option gets automatically selected whenever i open my moniter screen

arpanpallar, If you are certain that pc not causing problem, then hp internal "switch-mode-power-supply" could be the problem. Noisey DC source will cause very strange things to occur on screen!! You or technician will need to look for common visual signs of bad capacitors on the circuit board. Do some reading in my and other CCFL back-lit lcd monitor tech's fixya profiles. 12fixlouie

When i starts my moniter it gives first blue color and continously gives different color. After some time it goes all red color

There are several reasons it could have shown itself, the most common is the installation of a driver or other program onto the computer. Several times when Windows updates itself automatically it will download certain drivers, and that could be the culprit (I never did like windows).
After that, if you still receive the Blue Screen, then the drivers might have corrupted the operating system itself. That means one of two things. We either have to 'repair' windows, or completely reinstall it.

Why does my moniter flicker when I run new progams its never ran before?

Those programs may require a certain resolution to display properly. The program will change the resolution and the monitor will automatically reset itself and come back on. Shouldn't be a problem as long as it DOES come back on.

If your video card was not working correctly your problem would be evident in other applications as well, I suspect you have a software problem on the computer, most likely with the OS 10 software and possibly a conflict with the version of Quark you are running.

What dvi cable do i need?

Any bog standard dvi cable should work. As should a dvi to vga converter. Dvi is by far the better interface, and I would highly recommend using it, without any converters. I don't believe you can up convert vga to dvi, but you can certainly downgrade a dvi signal to vga, but i can't see why you would want to...

My Acer LCD AL1711 went off after seconds of turning on.

This monitor has "back lights" that are essentially like flourescent lights. These are high voltage lights and can easily fail. since you are getting some light initially, I would suspect a defective part that heats up a bit right away and then fails. I would try to replace the entire backlight board. This is the small board on the side (usually).
