That can be from the inverter circuits, or power supply, or lamps are arcing.
Check the caps first for leaking/bulging tops or bottom seals.

My GEM GL-1821A Computer monitor has a high pitch squeak that is intermittent in occurrence but sometimes continues for long periods of time. Got any ideas?

A high-pitch squeal is common in CRT TV sets and monitors. I've never run across this in an LCD monitor, but there's a first time for everything. If the sound isn't coming through built-in speakers (if this model has them) and is being caused by the computer, I would suspect the inverter circuitry. This provides power for the backlight, and there are transformers that may have become noisy. Because of their construction, it's possible for them to vibrate internally, and at a frequency that you hear as the high-pitched noise. There isn't a lot you can do to quiet them. When I worked on TV sets, I had mixed success using hot-melt glue to muffle the noise, but usually the only way to completely cure the problem was to replace the parts. It's unlikely you'll find the parts available for a monitor, so all I can suggest is to bear with the noise as long as the monitor is otherwise working properly. Or use this as an excuse to buy a new LCD monitor; they are quite reasonably priced these days.

With a piece of wood or plastic hit the flyback with the monitor turned on. If you note some change in the noise. Replace the flyback.
Normally, it is the cause of the noise.

Warning: High Voltage!! Do at your own risk!!!!!!

Noise

First place to look will be power supply, look for caps with bulging top first, report back what you see so we can guide you further, see example of failed monitors due to bad caps: http://s807.photobucket.com/home/budm/allalbums

How do i turn off the high pitched frequency noise

If what we are talking about here an old model of monitor that has a bulky back, the high pitched frequency is caused by other electronic devices such as your speakers.

- Relocate your speakers away from the monitor
- do a factory reset on all settings on the monitor or if possible, do a degauss.

Loud high pitch noise

The noise could be from the fly-back transformer.
There are very high and dangerous voltages inside a CRT monitor.
As you are not an electronics technician, I suggest you do not try to fix it yourself, your eyeballs will light up if you poke your fingers in a wrong spot.
Get a quote for the repair, but the cost of monitors these days are fairly cheap and a repair may not be a cost effective solution. Consider getting a LCD monitor, they take up less room and they are very energy efficient.

Sounds like you could have an open ground? Also might check the wiring to see if you have a faulty connection in VGA cable or power supply cable
