My old Hoover convertible will not lock in the upright position.
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me like you have a broken handle release lever and that would be inexpensive to fix or repair. You are either missing the spring or the handle release lever is broken.
