Question about Toshiba 32DF46 32" TV
If it goes to a horizontal line, you have a frame fault, usually caused by dry joints on the frame IC. Look around all IC's and components that are mounted on heat sinks as they are prone to poor soldering.
Likewise if it is a vertical line, dry joints on the scan coils can cause that as well as heavy components on the pcboard.
