SOURCE: I have a GE smartwater reverse osmosis system

That is the drain for the reverse osmosis system. You have what is referred to as an AIR GAP faucet. The waste water is pushed up there before it goes to drain just as the drain for a dishwasher does. If water is coming out of the faucet the drain is most likely plugged or the line is kinked causing water to back up and overflow. Check the drain line for kinks and clean out the drain where it attaches to the stand pipe.

You have to prime air out of new filters. Also if you have a reverse osmosis water system, your water pressure may not be sufficient.
You may have to bypass the filter. Most fridges come with a plug that will fit where the filter goes. good luck

Is this a new system? The should be a small restriction in the drain line. The size of the restriction is matched to the gallon per minutes of the R.O. system. Yours could be missing or not the right size, ie not enough restriction.

GE smartwater R.O. system making noise from hole on side of fauce

Probably some gunk clogging the drain line. First step would be to remove the drain line from underneath the sink and check to see that it is clear. If it isn't, the next thing that may happen is when it gets completely clogged, water will start shooting out of the weep hole. As an added measure< i would say to force compressed air down the weep hole to clean out any clog in the line that you can't reach.
