Possibly a problem with the stater pawl, you will need to remove the starter recoil and investigate.

A PTO that is engaged constantly,

On that type PTO engagement there is slack in the belt that disengages the deck, in some case there is a arm with a idler pulley that swings against the belt to tighten it and engages the deck , in other cases like older MTD:s the deck swung backwards as it was let down and tightened the belt and was lifted to turn it off. Most of the decks had a brake of some kind on the deck pulleys to stop freewheeling of the blades when disengaged .

I would look at the freewheel lever. Disengage and then engage the freewheel and see if this corrects the problem. If not, you may have a bad freewheel switch.

Pride gogo think is in freewheel when it isn't

There is a micro switch that the lever engages to tell the controller the position of the lever. It's either not closing properly or is defective.

6.1. Moving Your Easy Travel Elite in Freewheel Mode when unfolded:
The Freewheel switch (Fig. 1/17) is used for releasing the brake and moving the Easy Travel Elite without operating the motor. Before activating, make sure your Easy Travel Elite is switched on. Turn Freewheel switch to the "freewheel" position and push or pull the Easy Travel Elite manually.
NOTE: The Freewheel mode can only be activated after the battery is in place and the power switch (Fig.9/1) is turned on. Doing otherwise will cause a fault situation indicated by rapid flashing of the Indicator light (Fig. 9/4). See section 4.2.
WARNING: The Freewheel switch should never be engaged on a slope.
CAUTION: The seat back must remain in the upright position.

They seem to assume removal is obvious, I would check any connections from battery to scooter are pulled out and that freewheel mode is not engaged.

Freewheel not locking in

The pawls (small spring activated plates) inside the freewheel body are stuck down and cannot spring back up to engage the gear body.

This is usually caused by oxidation and moisture.

This is a long term issue, the freewheel really should be replaced. It may randomly work if you can get a lubricant to penetrate into body, but this is normally a short term solution.

Most freewheels from Sram or Sunrace will run about $20.00.

The freewheel has little arms that are spring-loaded and should engage teeth that would drive the wheel. This is exactly like a ratchet wrench. The problem is that those little arms (there are probably two of them) are either broken or they are too dirty to move. You can spray WD-40 into the groove that is about 1.5 inches in diameter. This may work to free those little arms. Or you should just buy a new freewheel. It is unlikely that you will be successful in disassembling the freewheel without special tools. If you remove the wheel can you spin the gear cluster forward with no resistance? Does it ratchet when spun backward? If yes and no, the hub is shot.

LED Flashes 5 times - Brake in freewheel or brake connection problem. How can I fix this?

Brake in freewheel means that your scooter is not fully in gear, it must be 'set in the engaged (Fully forward) position.' See page 24 of the manual for your model, (Link below to the pdf if you need it) but if its anything like mine it just didn't click in properly. Roll it back and forward a few inches, and it should 'click' like the seat in the car when you change its position. If freewheel is not the problem (if it can't be rolled and is definately in gear) check all plugs and cords are tight in sockets, you may have a brakes problem. In this event it must be looked at by an expert. Stay safe!

Craftsman 20HP , can't stop freewheeling,

Sounds like your problem is the key in your rear wheel is missing or sheared, you have to remove the wheel @ tire assembly ,pull rubber cap off then clip to remove if one of the keys is sheared or gone it will go into gear and the brake will work ,but they will only stop the shaft without the key it will not move or brake becuase its not attached if you know what I mean.
