Leo Man you need new batteries. No amount of charging will recover those batteries. The reason you have power when charging is because of the charger suppling the power to the chair and when you unplug it you have no stored voltage in the batteries to power the chair. If Medicare paid for the wife's chair contact your provider or a service company to install new batteries in her chair. Medicare will pay for most of the repair cost. Hope this helps you Good Luck
