Question about Apple iPhone Smartphone
Are you talking about the built-in Camera app? The camera (hardware) doesn't really have a shutter.
Please try using some other Camera app from the AppStore or try restoring to the latest firmware.

I think the only solution for now is to reset settings.
In settings, go to general, reset, then reset all settings.
If that does not work, you then have to restore your phone, just make sure you back up your files before doing so.
Also check if there are other apps that are conflicting with the native camera application.
