There could be several reasons for this. Try the below steps one after another to check if this fixes the issue.
The moisture content of the paper might be uneven, or the paper might have moist spots on its surface as a result of environmental humidity. Store the paper in a moisture-proof container. Try removing the top few sheets of paper from the paper tray or use paper from a different source (such as another ****), or try a different brand of paper.
The paper lot is bad. The manufacturing processes can cause some areas to reject toner. Try a different kind or brand of paper.
Run the MPF cleaning utility from HP ToolboxFX
Cleaning of the Toner as well.
Replace the Cyan(blue) toner as it may be low on ink
