Must be EPA certified to perform this task. Also equipment needed ie vacuum pump, torch, gauges,scale.

Yes, but you have to understand that if it needs recharged, it has a leak and must be found, repaired, evacuated then properly recharged. Most compact reefers only hold a few ounces of refrigerant, so it does not take much of a leak to affect its ability to cool....Your issue could be something other than refrigerant if its just not cooling.

On the dashboard of my 99 deville it says a/c off low refrigerant. how do I turn the ac back on to recharge ? thank you ...

You will need to recharge it to get it to come back on, it has a pressure switch that will prevent operation until the level is brought back up to normal.

You need a pro; unlike a car AC, there is no nipple provided for recharging the system, it must be cut open and soldered shut. Probably $100-150 US.

Has leaked out all 'gas' from the cannister to the down tube. Can this be repaired and recharged?

If by 'gas' you mean refrigerant, then yes, it can be recharged. However, in order to legally recharge a refrigeration unit with refrigerant you need a special certification from the EPA. I recommend you get a certified technician to take a look at your refrigerator

Same problem

I had the same problem. The thing is you need to have the air on while you're recharging it and the compressor won't turn on. I was able to recharge the air by disconnecting the positive battery cable and reconnecting to reset the computer and immediately have someone inside the vehicle turn the air on before the computer can recognize that the refrigerant is too low and disable the compressor again. This will allow for the compressor to turn on and for you to recharge the air. Make sure that you have the replacement refrigerant connected before you turn the ac on so the refrigerant goes in and keeps the compressor on before the computer catches it again.

How to recharge refrigerant, can a car refrigerant canister be used?

There is an information tag probably on the back of the unit that tells you model number, serial number, manufacturer, etc. On the same tag it will tell you the refrigerant and the amount of refrigerant in the unit. If it is R-134a ( which is probably is) then yes it is the same refrigerant used in vehicles. However, legally you must repair the leak before you recharge the unit. You can buy the cans and adapters at an auto parts store.
