Yes, if the BIOS can't be accessed then the motherboard is dead - it must be replaced.

check with a different power supply if you have a known good one with the same wattage rating
assuming you hit the power button and you get nothing, no cpu fan spinning no bios screen and no post beep. only the motherboard led on.

Computer won't do anything, keyboard does not light up, screen is blank

So there is not so much as a BIOS message on screen? Any beeps?
If there is no life at all, you have a CPU/motherboard failure. This may be direct or indirect (e.g. no power to MoBo). Check your connections.
Otherwise, your boot device may not be operating. This is usually a dead or disconnected HDD. Check that it is plugged in. Does it get warm? Can you feel any vibrations from it? It should spin even if your cpu is dead but MoBo is alive.

Power on but nothing is diplayed on toshiba l500

If you still get lights on the edge of the laptop & you can hear the fan spinning and harddisk clicking a bit but nothing at all is appearing on the display then it's either the screen or the power inverter that have gone. Either way it's not really something you can do yourself, take it to a technician to sort out. If you are not getting any lights, fan or clicking sound then it is a power issue - the LED doesn't necessarily mean that the power supply is ok. Again, not much you can do yourself, take it to an expert.
there is another way as well for running the machine again, and for that you have to do this. First, unplug it from the power cord and then take the battery out, as you complete with this press the power button for few times, for example you can even hold it for 30 seconds or so, then see if it fires up.

Sometimes that helps flush out any little bits of electricity/static that may have built up. And the after sometime try to boot the machine and see what happens.

Together with this, you may would like to remove the memory panel at the base and take out the BIOS battery to reset the bios, then place it back in. If your BIOS is someway despoiled this will get rid of the difficulty.

My cpu fan is not working in my Gigabyte GA-8ST667 system can anyone tell me why am sure the cpu fan is good

Hello elscomputers: If you are sure that there is no other issue with the motherboard -- It was working before the CPU Fan/Heatsink stopped working. Other than making sure that it is correctly connected as shown below -- attached to Pin 1 with all three pins connected (not off to the side by one pin), you can assume it's bad (they do wear out). The cost of a new cooler is pretty minimal and I would just replace it.

I get nothing on the monitor when it starts up!!!!

I assume you have had the side panel off to watch the cpu fan spin up? if it does spin up and you get no bios beeps, then the fault is with the motherboard or CPU, most probably the motherboard. Problem sounds like capacitors blown or leaking ( have a look at the board and see if any are bulging or leaking). I've had similar issues with the motherboards that HP use, in all cases it was the motherboard at fault

No activity on startup. Only fans spin up.. No video signal.

You may clean the memory board and video card connector with pencil easier and with alcohol the connectors and reinstall it. this will work. or you need to replace the power supply the orange wire 3.3v might be missing or red+5v, white-5v or the purple wire +5v

Emachine W2047 No BIOS Start Screen

You can test the power button. Remove the wires from the power on pins on the motherboard. Momentarily jump the two pins with a small screwdriver. If the computer starts the power button is bad. If it still doesn't start then something else is wrong. Did you test the memory? Also do all of the fans work, especially the CPU fan? It can't hurt to test with the other PSU. You know the HDD is good. Test one piece of hardware at a time and hopefully you will find the problem.

Pc Seems to be dead wont load bios post moust doesnt work or keyboard or monitor

I have the same problem, the CPU fan spins, keyboard lights blink, no start up screen, or bios.
But, when I push a few times on the pc reset button, then the CPU fan is becoming still, the keyboard light are out and I can start the computer again in a normal way.
Can this one be a temporally solution for you too? Do you have any suggestion about?
I guess it can be an electricity dysfunction of a wrong fixed cable.
