Remove the spark plug to see if that makes it easy to pull the starter. If it does, then pull the cord rapidly several times with the throttle wide open to expel excess fuel. If no help, then suspect that the engine was run without proper oil mixed into the fuel--remove the muffler and look at the piston and cylinder wall for severe scoring. If it is, the piston, ring(s), and cylinder will need to be replaced--an expensive repair because warranty will not cover damage of this type! Hope this helps!
