You need windows disk to install win98. You can buy it from nearest computer shop. Then insert that disk into cd dvd rom then when you power up the computer press F1 or F2 or del or ALT+F2 key to enter in bios then go to boot menu and set first boot device as cd rom then save settings then it will boot with disk follow the procedure.Then type in prompt "setup.exe" after locate windows 98 folder in command prompt. then follow the procedure then it will repair win98 system files. But before that when you power up the computer press F5 key 5 to 6 times then enter in safe mode if you are able to enter in safe mode then run scandisk so it will fix and recover errors on harddrive. You can dump the windows98 setup to your usb flash drive using wintoflash software and boot your system using usb flash drive. Proceed with the installation steps for win98.

If you have the computer that has installed Windows 98 from THIS compact disk, there are many trial or free software on the internet that can help read this key from computer (for example Aida32, Sisoftware Sandra or similar). Or... If it is notebook, take a look at it's bottom, to be shure, that there's no cd key stick on it. PC desktops sometimes have these sticks too on the left or the right side of the PC case.

low-lable format can solve ur problem.
at first create windows98 startup disk from any win98 pc or use windows98 bootable cd. and download disk manage 9.54 for samsung hard disk. and copy it in a cd. then boot ur pc with windows98 bootable disc or startup disk. then inseart disk manager cd go to cd rom drive give "dm" commnad. run low lable format form advance --->utility ----->maintanance------> low lable format. after complete low lable format (it can take saveral time) then creat partition and format each partion.
