Everytime I start-up my computer I see these white lines (circle around with red see image below) and my computer takes about 10 minutes to start-up? Is it a monitor or my computer itself problem?
No this is not the problem of your monitor. sometimes it cames while loading operating system. it useually cames when you hybernet your computer.if you dont shutdown and make hybernate then this will appears in next time while you on your system.

Hi, A component called CCD IMAGER is faulty and needs replacement, Basically the component works as an eye to view the image when it start malfunctioning screen and viewfinder does not show image. The detail of said part is given below: Part No. Description 8-753-244-71 ICX611NKF-13 (CCD IMAGER)(HC51E/HC52E/HC53E/HC54E)

Depending upon the screen resolution that has been set in Display, the image will be distorted on these wide screen monitors. Create a large circle image using a draw program such as Paint (hold down the Shift key as you create the circle as it will draw a perfect circle). Open Control Panel - Display - Settings tab and adjust the Screen resolution slider, increase or decrease the screen resolution then bring the circle image to the front and check the image, if the circle is still distorted then change the screen resolution and check the circle again until you are satisfied with the image of the circle. When you are satisfied then click apply.
Check that your monitor is connected properly and tightly to the computer. If it is, then the monitor may be bad. Borrow a friend's monitor and try to see if it works, if someone else's monitor works, then replace your monitor.

On the monitor below the screen has these fine pink and green lines blinking across the screen all the time on my laptop. Can you tell me how to fix it or solve this problem?
Okay it is definetely the Computer. If lines like that occur it looks like a corrupt system file. I wish i could help you further but i specialize more on FPD problems.
If you have software that changes your boot up picture, it might have made the image you are describing. Thats the only thing i can think of.
Theres software such as WindowsBlinds(just and example) that do these kind of effects.

it will appear because you did not shut down your computer properly,try to consult to computer technician so they can fixed your computer,its not the monitor its the cpu.
