it is usually located in the back of the stalks. to get to it you need to remove the covers around the steering column thu stalks usually have 1 or 2 screws holding them in from the top. the flasher relasy should be on the same side as the indicator stalk
it sounds like you've got an idle air control valve fault. get the car hooked up to a scanner and check for the codes stored in the computer. this fault can be caused by a dirty intake air control valve, or a vacume leak.
Sounds like an earthing problem if you have already checked the relay and fuses. although if they are both controlled by the same stick on the steering wheel it may be lose or have packed up completely. Like you say its strange both are not working.
Start at the route of the wiring to the wipers and trace it all the way until you find the fault if its not the stalk!
