There are 2 models of this camcorder: NTSC or PAL, so there's no setting within the camera to change the rcording TV system (PAL or NTSC).
Apparently, the TV system used by your camcorder is different that what you've selected while installing HD Writer software.
I can't find any detailed manual for HD Writer on the web, to direct you on how to change the preferred video format, but by uninstalling and reinstalling the software, you can choose another country which uses the your camcorder's video format (for example: USA- for NTSC; Australia- for PAL; etc.).
By the way, I've answered a exactly similar question to yours few days ago and it seems like my solution worked! You can read more about it here.
In case of a problem or clarification, don't hesitate to post me a reply before rejecting my answer.
If you are satisfied, rate my solution with the "thumbs" or (even better) add a testimonial.
Good uck and best regards,

SOURCE: just brought a new panasonic
this happens if the camera was set to record in a different TV system than the one that the computer operates..Look into the camera menu and change the shooting mode from PAL to NTSC or the other way around..after that all the new footage will be import-able..
for the ones you already have read this article for the instructions..
This can be happening cause you bought the camera from a different country that uses the PAL system and in the US the NTFC system is used...
here is the article to make some light on how to convert and use the other ones..

SOURCE: I have tried to import
By video system it means PAL, NTSC etc., Looks like the software is made specifically for a different video system. What is the operating system you are using? If you are using windows try windows media maker and see if you can import using that. Otherwise let me know and we will try something else to complete the job
