This is the setting for the auto power on/off. You can set the radio to turn off afer a pre-determined amount of time. Here is a link to the user guide for the FV300:

FCC ID: K7GFV300 one of the radios doesn't output sound, or the other one doesnt transmit it. i can hear the little buzz when you press the PTT button

Next, check the battery pack in the radio that is not transmitting. A low or bad battery can prevent a radio from transmitting, as it takes more power to transmit than to receive.

Lastly, check the mic hole to see if it is covered or has debris.

Which has the instructions on how to program the Talkabout TA280 and TA289. From your FCC ID number it appears you have the Talkabout 280SLK.
