Hi! Yes you can download it online, just type cd installer tl-wn321g free download er. Just select among those choices. Check which of them will work on your computer. Compatibility check.

From another computer, search online for "NT Offline Password" software.
Download this software, and burn the ISO image to a CD-recordable.

Boot your computer from this CD, and "nullify" the password for the 'Administrator' account.

Remove the CD, and reboot. Login as 'administrator' (do not enter any password).

Then, set a new password.

Are you trying to set up router ?
You can set up your router manually, without the CD.
Make sure that your computer is able to go online directly through the modem.
If your computer is able to go online through the modem
Then you need to connect the computer to the router and the modem to the router.
open the set up page of the router and change the settings of the router according to the ISP.
