Hi and welcome to FixYa, I am Kelly. Runaway governor problems are caused by 2 things. Either there is a broken spring somewhere on the linkages / a linkage has become un-hooked due to a broken spring or the governor itself has thrown a flyweight inside the engine. Most of the time it is a broken spring or disconnected linkage. If you would kindly provide me with an engine number and MAKE / brand; I can probably come up with a manual to help you. I will be watching for your response with the engine make and model number.
