TIPS: 1.)NEVER PUSH THE LENS IN AFTER CAMERA DIES, BUY A NEW BATTERY IMMEDIATLY AND TURN IT BACK ON, CLOSING THE LENS!
2.)NEVER USE AN AC ADAPTER, USE A RECHARGEABLE BATTERY OR A REGULAR BATTERY!

1.) Remove battery 2.) Remove front plate (screw driver may be needed) 3.) Check all gears, make sure they are correctly fitted in place) 4.) Move the gear manually to make the lens come out. 5.) keep it out, put the front plate back together. 6.) reinsert the battery, turn it on.
or... 1.) Remove the battery. 2.) Wait about 6-8 hours. 3.) Reinsert the battery.
or... 1.) Remove the battery. 2.) Try hooking it up through AC adapter, put correct voltage. 3.) Try turning it on. 4.) Remove AC adapter, reinsert battery. 5.) Turn it on.

The lens is damaged and needs to be replaced. Sometimes with use or maybe an accidental hit to the lens can cause a malfunction to the camera resulting in that error. Also if you for example took the camera to the beach, getting something like sand in the camera can jam up the lens and prevent it from fully extending or retracting.

I think you mean your automatic lens cover opens. A stuck shutter is a common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, especially when taken outdoors (for shutter stuck open).
To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter.
