I have the same problem. I hope someone answers this some day. Mine also has a revolving pendulum which only spins for a while if I twist it. It's looks like an Atmose type pendulum.

There are two steps to setting the chimes, although I am really not sure if step two is needed. Here is how I set mine:

When I set mine, the time was 9:31 a.m.

Step 1- Press the red button (H) 9 times.
Step 2- Press the black button (M) 31 times.

I have the solution. set the clock hands, using the little wheel on the back, moving the hands clockwise, to 4 or 5 minutes before any hour. Put the battery in and let the clock run till it chimes at the hour. Count the chimes. Let's say you set it to chime at 10:00. If it chimes six times push the BLACK button 4 times. Be sure it beeps each time you push it. As soon as you finish pushing the Black button the correct number of times then push the RED button once. Now set the clock using the wheel and turning the hands clockwise, to the correct time. Place the dome back on and enjoy. You can leave the battery in during all this setting procedure.

Are there two batteries. One for the time and one for the chime? Try taking the one for the chime out and it should stop chiming. mine worked that way but is a different make.

I have an elgin anniversary clock that I cannot restart after replacing the batery. It has two buttons in the back, one red and one black. How do I restart the clock?

Usually the problem is a bad batch of batteries. Try taking one from something that is working and see if that is the case.

Elgin Westminster Quartz Chime clock won't work

IF I GATHER CORRECTLY , YOUR CLOCK HAS TWO BATTERIES, ONE AT BASE AND ANOTHER ON THE BACK OF THE UNIT. THE ONE ON THE BACK OF THE UNIT IS RESPONSIBLE FOR CLOCK'S FUNCTIONALITY AND I THINK THE BATTERY AT BASE IS FOR THE ROTATING BALLS ( PENDULUM ). SO OPEN UP THE BACK IF YOU HAVE NOT DONE SO, AND REPLACE THE BATTERY. CAREFULLY THOUH AS THERE RE TWO SCREWS ON TOP AND A SNAP AT CENTER BOTTOM WHICH YOU COULD EASILY BREAK IF YOU DO NOT DO IT WITH CARE. OPEN UP THE SCREWS FIRST AND GENTLY USING A SCREW DRIVER PUSH BACK ON THE SNAP HOLE TO FORCE IT UPWARDS AND INWARDS. IF NONE OF THIS MAKES SENSE THEN WE ARE LOOKING AT TWO DIFFERENT CLOCKS.

HOPE THIS HELPS.

Timex westminster anniversary chime clock doesn't chime correct number

Take the batteries out from the base, where the chime mechanism is. Wait till it gets close (20 seconds till) to a specific hour time, like 8:00 or 9:00, replace the batteries for the chime mechanism. And then count the chimes at the hour. If they are correct, you are set. If they are incorrect, turn the time back 15 minutes before the hour and bring it right back and monitor the chimes again. Hopefully this should fix it. Please post the results.
