If you are getting static on screen you dont necessarily rule out the FBT, but if there is a fusible resistor by the FBT that is blowing it may be supplying current to the vert IC, the IC may be shorted internally or externally, check your connections and try replacing IC. Also check the pump up cap and if it is powered off the FBT the rectifier diode.

take your tv to a repairing shop and let your technician check the power supply section is not producing an ht to trigger the line transformer, in turn various voltages will be produced, which will open up your tv.
