It is likely that a few different things can cause this condition. First suggest looking for the paper present sensor. This is usually an optical sensor with a lever which contacts the paper. If the lever is broken, or sensor defective, an error condition is exhibited, and printer won't operate. There is also a sensor for printhead home position, and perhaps one or more sensors at one end of the platen assembly. Some printers sense whether a lever is set for tractor feed style paper, or for standard single sheet. A NEC p6200 has one, and probably other printers too. Check for the presence and proper operation of these. You might have to remove a cover to see them... As you probably know, dot matrix printers are practically dinosaurs these days. You should be able to pick up a decent Epson or other good model for practically nothing, if diagnosis on your rig is fruitless. Companies began getting rid of these critters years ago.
