this happens mostly when current from power supply is out of control. The condensors are there to capture that current and convert it to other voltage. When your VGA is not working, even if you put another Graphics card in PCI or AGP,,, if non of these work... then your solution is to change condensors.
Go to the nearest electronics shop.. take your motherboard along and ask them to replace the dead condensors. it is cheap... Dead motherboards have come to LIFE after these operations.
Do that Please... and dont forget to Buy a UPS to stabilise your electric current at home or workplace.
