From your description we understand that the problem with your refrigerator is during the defrost. The defrosting is control from a defrost thermostat that does not leave the temperature during defrost not to go very high like in your case. So in your case this thermostat is bad and during the defrost the temperature go higher than 10 as you describe.

In this case you need to replace the Defrost thermostat that is located on the evaporator in Freezer department.

However the defrost time period is control by a so called defrost timer and this should control the period of defrost that should be about 30 to 60 minutes according to the amount of ice on evaporator and is in conjunction with the above mention defrost thermostat. However if this timer is malefaction and leave the period of defrost more that 60 minutes then you have the same results the temperatures will rise more than 10 degrees. So you can fist identify the time period of the defrost in order to identify the part which is malefaction.

Sometimes both of the above parts are becoming bad and we have a very tricky situation and many engineers in order to combine the visit they replace both Defrost thermostat and defrost timer so they are in the safe side and avoiding the possibility of another vast.

You can let us have your model and brand so we can give you some more information of the parts you might need.

To the model you have mention the defrost timer is a part of electronic control board so this is already replaced. So the one remains is the defrost thermostat part no 240 Defrost thermostat - Limits how warm the freezer section can get during the defrost cycle.
Part Number: AP3884317 made by GE

Which you can find in the following link

In your description you have mention that the electronic board and temperature sensor have been already replaced. So one of this is not been replaced. You should confirmed this with the technician you have replaced them.

Our GE Adora Refrigerator's ice maker isn't working properly

Perhaps your freezer isn't set cold enough - or your freezer door seal is not sealing correctly and the ice cubes are melting in the bin and sticking to one another and the spiral screw that delivers the ice.
