It is very easy to deal with UAC Settings in windows 7.You dont need to completely disable UAC, if you really dont want to do. Here is the step to be followed to disable UAC in windows 7Step

Hi, go to settings--Privacy--Location Services--below you will see Apps that you share your location. Select the app(s) you want, you can set the allow location access to Never if you don't want to share your location with the app.
If you're wanting an app to update your current location, make sure when you load the maps application that it is loading your actual current location.
Also, check your settings under Settings->General->Location Services and make sure you have location services turned on.

i dont see a brand so i will give a genrealized answer. By current location i assume the opening screen display reverts to a default location which is what location it was initially set at or is a default in the unit. Most GPS give you an option to set Your STATE and home location. this is usually in SETTINGS Menu. The time and data are also changable inthe same area using you country location and then the State and any daylight savings offset that might apply. These are sometimes, volatile as there is no power to keep these settings alive when in off mode only in standby mode. the button on front of unit. If the master on/off is selected your settings weill revert back to default so its wise to keep it well charged if you use it every day and want to maintain your preferred settings.
