Gordon, Not sure why this came up under chain saws. However I think your talking about a battery charger. There are some battery charger that when powered on but not connected to a battery will not produce a voltage or current. This is to protect the charger from shorting if the cables touch. Once connected to a battery and it see a little voltage from the battery it will enable its charging circuit. Make sure the battery you are attempting to charges is not completly flat.
