Question about Philips 32PT6441/37 32" TV
The tint option is greyed out in only 2 cases: either you are using an AV source as an entry or the signal of the tv channel is on PAL instead of NTSC. It's very easy to check if this is the case - just check the image while using a DVD player.
This means that the tint problem isn't caused by the shifting of the color phase, it's a hardware defect - the tube has aged so much that the automatic white balance control is no longer capable of maintaining the correct balance. The only thing that can fix that is to replace the tube and its production has ceased about 5 years ago - no chance for a new one.
Time for a new tv.
